Frank has run for office several times without success, but has built name recognition in the process. In Miami this helps mightily with fund-raising and goes a long way toward obscuring&amp;nbsp;a complete absence of public achievement. Plus, Frank is just paranoid enough to have apparently blocked public records to his actual home address, a good move should anyone wonder about whether he actually lives in the District and understands his neighborhood, wherever that might be. (Note to Frank: Feel free to post your address in the comment section down below if we&#39;ve read you wrong.)&lt;/FONT&gt;&lt;/P&gt;
